For a basement with several finished rooms, the mistake is one big unit in the main room. A 24,000 BTU mini-split head in the rec room cools the rec room; the bedroom and office down the hall with their doors closed get nothing. A multi-zone system, or a small ducted unit feeding three or four registers, spreads it properly. Basements also run cooler and shadier than the rule assumes, so the shaded row is usually the right one for cooling and the good-insulation row for a below-grade space.
Ductless at this size means a 30,000 to 36,000 BTU outdoor unit with three or four heads: a 12,000 or 18,000 in the main living area and 6,000 to 9,000 in each bedroom. Oversized heads are the usual error; a 12k head in a 150 sq ft bedroom will not turn down far enough and will cycle.

Example: a 1,200 sq ft townhouse with a kitchen, four people, average sun and insulation, moderate climate. 1,200 × 20 = 24,000, plus 1,200 for the extra people and 4,000 for the kitchen, is 29,200 BTU/hr. That is 2.5 tons. The same house shaded and well insulated is 19,400 + 5,200 = 24,600, just past the 2-ton line, where a modulating 2-ton heat pump would work and a fixed-speed 2-ton unit would be running flat out on the hottest days.
